Funding Information:
Other government agencies, such as the Ministry of the Environment and Ministry of Education, Culture, Sports, Science and Technology could be potential partners for financial support and personnel. Finding such an arrangement is crucial because a national phenology network needs a secure source of funding to maintain continuity for long-term data collection. In the United States, the National Phenology Network is currently under threat as it seeks a stable funding source, and one past US network failed to due lack of funding. In contrast, the Pan European Phenology Network10 and the South Korean phenology network11 have stable government funding through their national weather services.
